emancipation day, jube lee day and freedom day commemorate june 19, 1865 when union soldiers aprived in gav stn texas and announced the end of the civil war. which had been issued by president abraham lincoln january 1, 1863 more then two years prior. on june 17, 2021, juneteenth was recognized as a federal holiday by president joe biden following the national independence day act by the united states congress. acknowledging profound significance in american history. the second resolution that i introducing is reaffirm san francisco's commitment to equitable language access for all residents through city services. san francisco is home to many

diverse immigrants communities and a national leader in providing language access services with one of the strongest and most comprehensive local language access laws. we just passed first reading our language access ordinance and looking forward to the final passage next week. along with the passage of this supplemental resolution that focuses more on the programmatic and implementation of the language access ordinance and partnership with the office of community engagement and immigrant affairs. thank you to the office of community engagement and are immigrant affairs, immigrant right commission, language access network, and other organizations that worked closely with my office on this. the first in memoriam is for mrs. francis marie mitchell. mrs. mitchell born april 7, 1940 in taylor texas and passed away

may 16, 2024 in san francisco. she lived a life dedicated to empowering those around her through self-less acts of kindness. mrs. mitchell attendeded first baptist church as a child where her grand father was a deacon. act ively involved in bible study and grew her faith. in 1952, her family moved to san francisco after receiving a letter from her grand mirther telling them about better opportunities in san francisco. once settled in san francisco, she attendeded mission high school where she first met walton johnson having her first daughter cheryl ann. she goes to marry ernest mitchell and raised 3 more children, kevin carl and kim. mrs. mitchell worked for the united states postal office for over 40 years building lifelong friendships with coworkers. mrs. mitchell always the life of the party and had a zest for life

enjoying many passions including traveling, shopping and casino trips. she was well known for her famous potato salad and gumbo. today we morn a loss but celebrate a life that touched ours so deeply. may the memories of love jenosity love and legacy be a source of reassurance she is still with us today, tomorrow and every day. and my last in memoriam is for mr. oscar maroan, a city worker with the san francisco public utility commission. born april 27, 1979 in mexico city mexico. oscar passed away at his home in antioch california may 28, 2024. a ray of sunshine to everyone quhoo knew and worked with him, oscar is remembered and honored by so many colleagues at the sfpuc after

18 years of service. to honor oscars memory, many have a story to share about him. his genuine warmth, compassion, contagious smile, his ability to bring a sense of calm and humor to everyone he worked with. oscar was a emergency planning and operation lead for the emergency planning and security team. his entire career was spenlt at the san francisco public utility commission. he joined us as a public service aid in 2006. from there promoted through the years to account clerk, then to junejure management assistant to management assistant to senior assistant. worked with tight nit group of colleagues and some called him o, short for oscar. many are trying to wrap their heads around this tragic loss, his colleagues shared heart felt words and memories. i personally had a opportunity

first, this morning the city administrator released a report in response request we put in for review of the city's low value contracting requirements and potential reforms. today i am announcing a drafting request the city attorney to implement those proposed reforms that require legislation. the goal is to enact a set of sensible low value contracting amendments that reduce the burden of contracting regulations on small businesses non profits in the city and encourage more competition for city contracts. san francisco is a uniquely challenging jurisdiction with which to contract. over time for many good reasons we added a lot of procedural hurtles to the procurement processes and often the hurtles are as high for small dollar contracts as the largest. san francisco is a place

executing a hundred thousand contract could be as involved and complicated as executing a $5 million contract. small contractors over $200 thousand make up 59 percent of the city contracts, but only 1.8 percent of the spending. since the process for large and small contracts are roughly the same, city sets staff and supplier then are responding a wildly disproportionate amount of time on small contracts. these processes are not getting the results we want. in the last year nearly half the office of contract administration solicitations received 1 or 0 responses. for contracts small and large, the complexity of the procurement processes does not currently beget competition. this also makes it harder to work with who we want. twentd 21 survey about the experience of trying to contract with the city, one respondent said, the red tape and bureaucracy make the

process--without attorneys or contracting professionals many small businesses and non profits lack the resources to figure how to work with us. if we care about the way we provide services to people of san francisco, and who provides those services, this is a important issue for us to work on. the city administrator work makes 5 recommendations to improve the process for chapter 21, low value contracts as well as the city overall procurement framework. first, the report recommends improvaling the informal procurement process. that is procurements under $200 thousand and intended to be a simplified process, but as it stands, the city lacks a standardized procurement process and these contracts can be nearly as rigorous and time consuming a process as formal solicitation. recommend simplifying the city terms and conditions. that is 30 odd pages part of every san francisco contract. other cities terms and conditions typically run 5 to 20 pages long.

again, ours are 30 plus and they are long and verbose and they can be simplified, so-third, the report recommend a-minding the procurement legislation to update and reconcile inconsistency and processes thresholds and triggers. some rules apply to all contracts, some apply to those $5 thousand or more and some don't kick in until 350 or $500 thousand and those are a few example thresholds. fourth, the report recommends we standardize future procurement legislation because the many different pieces of procurement legislation have been added over the years and by many different legislators. they are highly vary from each other how and when they apply. that contributes to the overly complex web we have today. moving forward, the report recommends that if and when the board adds a new procurement requirement we do

our best to sync the existing requirements so they are more easily applied. the report also recommends prior to adopting future procurement related legislation, the board consider requesting administrative review of potential impact to the city procurement process so we don't blindly add to the administrative birden without understanding the existing context which new requirements are being wedged. the final recommendation is increase interdepartmental coordination and contracting and align policy and administrative processes across departments and happily this recommendation is already being pursued by the government operation recovery initiative which is hard at work for the last year and a half on these challenges. i want to thank many people who worked long and hard on this report but of course i want to start with city administrator carmen chui and her staff. especially sophie hayway [indiscernible] calling out names] molly peterson [indiscernible] preparing the report.

i thank president peskin for your jenosity and time thinking through the recommend-what these folks were coming up and also considering potential legislative pathways and i want to thank henry and my office for his work to get us here, and we'll be back to you all with legislation. secondly, i am introducing ordinance today to expand the central neighborhood large residents special use district to coal valley. you may remember-district 8 supervisors have been waging war against monster homes decades now. back in march of 2022, we created a special use district for all of district 8 to try to address the challenges of monster homes. earlier this year, we made changes to that to recognize changes in state law

and try to regulate monster homes with a limit on the size of any dwelling unit to 3,000 square feet as opposed to relying on conditional uses. we have heard from folks in coal valley they will be interested having the special use district that applies to the pre-2022 district 8 also apply to coal valley. i want to thank audrey and planning department and andrea from city attorney office and calvin ho, in my office for all of their work on this. i am also introducing a resolution to declare san francisco a sank ware city for transgender gender non conforming non binary and two spirit people. 515 antilgbtq plus pieces of legislation have been introduced over 40 states in 2024 alone. many laws are direct attack on

the rights of transand jnder non conforming people making it harder to access gender affirming care use public restrooms participate in school activities and simp lay exist as their true selves. half the laws target youth. transand queer you're are more likely to accept suicide and these laws do not. parents of trans youth are forced into impossible position having to choose between raising a child in a hostile jurisdiction and relocating to another state with protections for their children and services that can meet their needs. trans immigrants and asileee face struggles in search of home to [indiscernible] anti-translegislation encourage i[indiscernible] 32 trans folks murdered last year in the u.s. and 15 this year already. as other cities and states turn up the hate san francisco needs to

turn up the love and we will reaffirm our city has been and continue to be a home for trans and queer siblings. cities like west hollywood and sacramento passed similar resolutions. san francisco international leader serving our transgender gender non conforming residents and visitors for decades. of course our fight for transvisibility and liberation began in 1966 with the compton cafeteria riots in 2017 the city commemorated this event created a transgender dist rict which is the first legally recognized transgender cultural dist rth in the world. the same year, mayor ed lee formed the office of transgender initiative and then 2022, mayor breed, oti the guaranteed trans income program and mayor breed initiated the plan to end

trans homelessness in san francisco by 2027. the city is home to a number of great organizations that provide life changing services to this community and so whether you need gender affirming care employment assistance or housing we have dozens of organizations that meet trans folks where they are open arms. i want to thank suzanne ford we pick up the resolution. i also want to thank honey mahogany cherry [indiscernible] and shane from oti and are then thank all the folks in the trans advisory committee who provided feed back to my office. finally colleagues, asking we adjourn today's meeting in memory of two queer women who made their mark on california political and cultural life in san francisco. before they lost their lives in a head on collision caused by a driver who swerved in their lane may 10. margaret peggy moore prominent strategist [indiscernible] wife hope wood a justice leadership and organizational development consultant more then 2 decades. over hur more 30 years in government and public affairs made significant countbution to the political corporate non profit sector building deep relationships across california and black and lgbtq plus communities. founder of sister stefen and pride, [indiscernible] took place during the last weekend of august in oakland. the event lasted more then a decade and attended by thousands with local food arts and craft vendors, musical

and dance performance and space for community. peggy was veteran political operative and worked on came pains for mayors [indiscernible] served as california political director for barack obama. [indiscernible] she ran the campaign in oakland and served mayor senior advisor. peggy met her wife hope. they founded hope action change in 2019, an organizational development coaching firm to focus on diversity and empower other women of color and protecting rights of same sex couples. hope wood was a former teaching fellow organizing action leading change in 2009 codeveloped the courage campaign deputy field organizer program helping to build local progressive coalition across california and the aftermath of prop 8. served as the organizing

manager and interim training director at new organizing institute training new and seasoned campaigners and labor union members to employ engagement organizing strategy and practices in work. also served as deputy managing director of campaigns at color of change and deputy director of color of change from 2015 to 2018 and helped build and support campaign teams, run digital campaigns and develop black leaders. left shocked and grieving friends up and down the state. the one and only amy applehauns who became the 6th person ever in history to swim the nearly 30 mile stretch of ocean between the choppy waters. [applause] amy was the first ever to swim from the main land to the fair lawns.

that has never been done before, which is more difficult. she launched from the golden gate before dawn fighting what is really bone chilling waters of 43 degrees arriving at the faralans 17 hours later. everybody knows i'm a bay swimmer and done alcatraz a few times and love being in the open water, but what amy accomplished is truly super human and beyond what any of us can imagine or comphand. rehend. i have to brace myself to think about it, because part of amy's super powers is coldwater tolerance. during the 17 hour swim, the temperature got down to-i get out when it is 52, she was swimming in 43 degree water for hours. you are a true force of nature, and while amy has been training and training for years to tackle

this swim, she only made the decision to do it if you can believe it, just two days beforehand. [laughter] she is clearly a extraordinary person. given not only her accomplishments in the bay but achievement as a ucsf cardology nurse and think we can all draw inspirations outside the healing confines of the hospital and daunting waters of bay and ocean. an elite imswer one of 6 in the world to completed at threes 3 of the toughest 13 swim routes on the planet earth. i had the pleasure together with department of emergency management director mary ellen carol here today hanging out with all you south-enders a up canal weeks ago and amy came in a shark costume, so she has the dist distinction of the only real

[applause] come on down. happy pride colleagues. to kick off this pride month, it is my distinct honor to recognize two great queer san franciscans, gary virginia and donna sashe. [applause] i think everybody knows them, but i'll tell you. gary is former president of pride board of directors, a long time hiv aids survivor and activist. mr. leather 1996, fundraise for couptless lgbtq plus and broader community causes and making of good queer trouble.

donna, named first lady of the castro by mark leno, a title which she will hold for the rest of her life wherever she may live. she has been an iconic figure in san francisco lgbtq plus community. donna can be spotted throughout the castro, soma, the tenderloin, anywhere where queer people gather, perform, hold contests. she mc's events, cuts ribbons hosts parties and writes a biweekly column, donna chronicles and president of the rainbow honor walk and that is just a few things donna does. 25 years ago, gary and donna started the pride brunch with late chef rusty gespard at stars restaurant. it was a opportunity for the queer community to gather during pride weekend and raise funds for prc, then known as positive resource center.

from inception, gary and donna pride brunch was an essential and unmiscible stop on the pride weekend circuit and a major fundrazor. affording our community the opportunity to celebrate the grand marshal of the pride parade, injoid good food drinks hear from community leaders and elected officials and partake in live auction and raffle to benefit. last year pride brunch at the west saint francis set records. more then 350 guests attended and event proceeds netted $78 thousand for the beneficiary organization. but, all good things must come to an end. as event expenses continued to climb, gary and donna have found increasingly difficult to keep ticket prices at a reasonable level and wanted friends to be able to attend regardless of the personal financial situation

and in addition to climbing cost required time energy and volunteer assistance. operational challenges eclichsed resources. after careful consideration, gary and donna decided that they should quit while they are ahead and retire the pride brunch after an amazing quarter century. all in all, gary virginia and donna pride brunch raised more then $645 thousand in net proceeds since 1999 to support the life changing work of prc. donna and gary, we love you, we are so grateful to you and for you and i'm so happy i can offer you this special commendation as a token of san francisco's gratitude for your myriad contributions to this city and our queer community. and now, the floor is yours. [applause] today it is my great pleasure to honor veteran prosecutor jerry coleman. jerry worked as a prosecutor 45 years in the san francisco district attorney's office. he technically retired from the office 10 years ago, gary has worked as a consultant to our da office since 2014 where he specialized in

post-conviction immigration relief and been recognized as a state wide leader in the intersection of criminal and immigration law. jerry helped lead the charge to implement vital statutory protections for immigrants and helped countless immigrant families avoid deportation on it basis of unjust plea bargain. jerry is unsung hero. he is hero in our city. jerry graduated from stanford in 1974 and uc davis school of law in 1977. he clerked for the eastern district of california before first hired by the san francisco district attorney office in 1979. as a prosecutor, conducted nearly 80 jury trials and head attorney of several units including the career

criminal team, trial integrity units which handle police misconduct. retired as the chief attorney for the bridy appellate and training division and grand jury legal advisor. a recognize experts on grand jury process and brady rule. based on supreme court case that require prosecutors disclose information in the government possession of the defense. he is professor at usf school of law and developed trial advocacy programs both at the law school and da office where he trained practitioners and law students on skills and knowledge necessary to be a ethical prosecutor. now all this already makes for a remarkable career in public service, and yet what jerry spent doing since retired is most extraordinary to me. in 2017, after the election of donald trump, the california

legislature enacted california penal code, 1473.7. a law permitting non citizens to vacate convictions as legally invalid if they did not meanfully understand the immigration consequences of the charge. from the day the law was enacted, jerry was on the cutting edge of implementing the statute. including the legislative intent which is to insure non citizens not disproportionately punished if they unknowingly entered into plea garden. this is because some convictions can carry tragic punishment for immigrants. this means even immigrants convicted of a crime and serve criminal sentence are then subject to punished twice and far more surveerly then citizens, including with mandatory ice detention, deportation and life time banshment to

the u.s. too ahn immigrants unknowingly accept plea deals that trigger severe outcomes making the 2017 law the only recourse against unjust deportation. it is critical to understand that this new state law can only prevent unjust deportation if the district attorney office does not impose these motion. as a consultant to our da office for post conviction immigration relief, jerry reviewed nearly every single motion filed under penal code and not opposed many as long as they comported with legal requirements and set out meritorious claim. unlike other prosecutor others in other parts of the state, jerry practiced law with great attention to justice for all the parties. he was mindful of the posture of the

immigration cases, did not pause need lass subjection, seek delays nor place sanctity of the conviction over the humanity of the moving party. jerry also careful to never compromise or diminish public safety with any of his decisions. going to give you a example, because these are the cases that no one hears about. this is just one of the hundreds from san francisco alone. in 2019, carlos, a father of five children, two students at san francisco unified school district schools, was facing deportation after held for months in ice detention. eligible for two forms of relief but a plea he had taken in 1994 as a teenager prevented his eligibility. back then in the midst of the war on drugs carlos and other latino youth rounded up by the police in the tenderloin? sound familiar? charged with drug possession. the evidence against carlos was

weak but he accepted a plea explained to him as a way to leave jail early. no one explained any immigration consequences. carlos accepted the plea not knowing it would have devastating consequences for him nearly three decades later. fast forward to 2019 and carlos is fully rehabilitated and a proud father and provider for five children. the 1994 arrest as a teenager was carlos only conviction ever. none that mattered when ice was ready to deport him and that plea deal he accepted could not qualify for immigration relief. jerry carefully reviewed carlos case and non opposed his attorney 1473.7 motion. the judge granted the petition and carlos won relief from deportation a few months later. that is who this man is. this was only possible--i know. woo hoo!

this was only possible of the da action in the case and jerry, you just have done incredible work. jerry reviewed hundreds of other motions like this, hundreds both in san francisco and marin counties. the multiple attorneys told me you are a bit of hero in my household, jerry himself has sinshal handedly prevented more deportation then anyone else in san francisco. i'll say this again, jerry coleman part of san francisco district attorney office prevented more deportations and separations of families over the last 7 years then likely anyone else in san francisco. from his work teaching other attorneys and law students what it is to be a ethical prosecutor, to the incredible post quick relief work as a consultant, jerry is a embodiment of ethical prosecutor. he practices law with a

conscious. as a member of the california bar, i think it is safe to say that not every lawyer and not every prosecutor follows the same ethical guidelines. we are so grateful that jerry has practiced law in our da office for over 45 years. our district attorney has chosen to not renew jerry's contract for the first time in 10 years since he retired. jerry has been a prosecutor under 8 different district attorneys starting in july jerry will no longer be part of the san francisco district attorney office despite willingness to do so. it is a disappointsment to say the least and disservice to hundreds of families like carlos who i mentioned earlier who had benefited from the unique expertise of having jerry at the helm of the office post conviction immigration unit. we will miss you dearly jerry. thank you from the bottom of my heart for being a model prosecutor and exemplary public servant of

the city county of san francisco. congratulations on the commendation and want to mention some of your fan club that is in the audience today. we have chief gene roland of the da office. we have francisco, the head of the public defender immigration unit. we have anna herrera, my legislative aid, but who is also an accomplished immigration attorney and actually the attorney for carlos who shared the story with us today. we have kelly presser and rachel cees, both renowned immigration attorneys, and you know, not everyone gets to make such a difference in so many people's lives and jerry, you made a tremendous 1, so congratulations and are thank you. >> thank you supervisor ronan. two events happen ed in january of 2017 that effected imgrants who comprise 1 of every 4 persons in california. one was a good event allowing immigrants to dismiss convictions if the convictions were causing them terrible federal immigration consequences like deportation and separation from families. the other event was very bad. the newly inaugerated president trump muslim ban and chaos and family separation at the airports. my wife and i watched that on television that first weekend and she said to me, you are a lawyer, do something about this. well, later in the spring of the same year, 2017, the san francisco da office asked me to handle the immigration relief motions under this new

statute. i have been assistant da then 36 years retired full time but working as part time anunative for 3 years and elected da george gascone, immigrant from cuba was supportive of the position to grant relief as much as possible and not find technical grounds to deny relief under the new statute. i did a little check and it turns out that i approved relief in 98.6 percent of all cases, which i consider to be pretty normal. i set up a program, i helped defense attorneys make their motions, coordinatedficiency and county clerks to streamline hearings and teach da state wide about the new law about the happiest moment i had in the hearings is when the conviction is vacated the imgrant can stay legally, and support their families and i would

shake each petitioner hand and wish them luck in their own language i tried to learn good luck in a lot of languages. i handleed over 350 such cases in the past 7 years. people from every continent and dozens of countries and most important as a prosecutor to realize none of this work negatively impacted public safety because the average numbers of years since the conviction was 21 plus years. so, let me end with this thought and jewish tradition of social service the concept of--which is hebrew to repair the world, i like to thank the 8da i worked for over my 45 year, especially the last 4 who allowed me to prolong the career the last 7 years doing the important work to serve

bringing forward resolution in support of senate bill 925 introduced by senator scott wiener that will help san francisco combat [indiscernible] several neighborhoods in san francisco including the mission in district 9 have been deeply impacted by fencing activities that bring along with them violence and impassable sidewalks. we had a long rich history of permanent street vending selling goods flowers and jewelry, a treasure we want to preserve, the livelihood of authorized street vendors and rich culture they create are threatened by illegal activities. it seems lay enforcement should be able to address the sale of stolen goods with existing enforcement tools, but state law prohibited law enforcement applying laws relate d to sale of sale on the streets regardless if acquired lawfully. restore law enforce mentd

violence restraining orders, which are a court order that prohibit dangerous individuals purchasing fire arms 1 to 5 years. ab2917 strengthen our state gbro system expanding what courts consider when determining whether grounds for fire arm restraining order exist. specifically, ab2917 allows courts to consider evidence of stalking cruelty to animals political hate speech, distrunkz of property and prior oral or written threats of hate speech decided whether to grant. in doing so, this bill addresses gaps that allow individuals to possess fire arms despite clear evidence pose dangerous. i will continue to lead efforts to implement the gun violence order program and while i'm proud of the strides made in recent years, our county lags behind others across the state with utilizing this gun

ment with your help we look forward insuring baby c stays with children and families. we worked hard to pass baby prop c. now instead of fighting for [indiscernible] we have dedicated source of revenue for early care and education . what does child care mean to me? it means after a full time three years i was able to have child care. it also meant that children learn-my children learn to socialize early. when my son was in kindergarten and his sister in preschool we walk to school and he is holding my hand and say mommy, are you happy today and i was touched this child learned how to empathize in child care in preschool. his kindergarten teacher said, he can tell the difference between children who went to preschool and those who didn't. i also have another story, a short one.

i met child care providers she does infant child care and her license is for infant care and she wants to maximize it, but when she applied for preschool for her child, she was disqualified because there is a state law that says, being a child care provider disqualifies for subsidized care. i think that is unfair and we should be able to wave that requirement because she is enrolling in els program so that is one thing we need to address. another is respite care for parents who cannot enroll in full time care. it is a live saver. i used as a mother for going to doctor visit or dental visit when my children can not come with me. that one thing that we can address. thank you very much. >> thank you for your comments. next speaker. >> good afternoon.
